Server settings

I don't know what could be causing this but , a few times now when on a CP game the map changes right in the middle of the count down . Is there a way we can set this to change the map after the count down/or capped has been done ? It is kinda pissing off people . Last night I was having a super game defending in dustbowl as a heavy , yes a heavy , rackin up the points left and right when 7:00 mins left in the game and ..."you failed" map change . Some piss ant scout came and ended my streak . lol It dose'nt really upset me so much but people were wondering what was going on , me as well . There must be a setting ? I thought I would leave it up to the experts . I would just end up blowing up the server or something if I tryied to do it :) Thanks ...
